Isabel Soto is the Director of Business Development for NVS Corporate Services, Inc., a facilities/properties service company based out of Brownsville, Texas. At NVS Corporate Services, Mrs. Soto is responsible for executing and supporting the full cycle of the contracts management process as well as identifying and implementing contract opportunities suitable for bidding.

Before joining NVS Corporate Services, Isabel implemented the administration’s agenda and policies as a Political Appointee in the Administration of President Barack Obama and Confidential Assistant in the Office of Career, Technical, and Adult Education at the U.S. Department of Education. While working for the U.S. Department of Education, she facilitated the daily operations of the Deputy Assistant Secretary for Community Colleges and coordinated the policy implementation of the President’s My Brother’s Keeper (MBK) workgroup on postsecondary education and training. Isabel also conceptualized and led the Department’s foster youth efforts, including the execution and publication of the Foster Care Transition Toolkit, which includes tips and federal resources to help foster youth access and navigate college and career opportunities.

Prior to her appointment at the U.S. Department of Education, Soto worked in various policy environments. In 2014, Isabel worked as a public policy program assistant at the Greater Houston Partnership (GHP). While working for the GHP, she coordinated grassroots advocacy strategies for chamber of commerce, economic development, and governmental organizations. Before joining the GHP, Isabel worked as a legislative assistant at the Texas House of Representatives, first in the office of State Representative Eddie Lucio, III and later as a Hobby Fellow in the office of State Representative Armando Walle. Isabel also worked as a legislative assistant for the Texas Senate in the office of State Senator Eddie Lucio, Jr. In these offices, Soto worked closely with legislative and state agency staff, constituents, and stakeholders in the passage of legislation related to public education, workforce conditions, quality of life, health care, and juvenile justice. In addition to her public policy experience, she has maintained an extensive retail sales background.

Isabel holds a Bachelor of Arts in Political Science from the University of Houston. She is also currently pursuing a Master of Business Administration degree from the University of Houston and is expected to graduate in May 2018.

Mrs. Soto is married to Ian Wallace and resides in Houston, Texas.
